§ 2-48. Purchasing.

  • The city manager is the purchasing agent for the city, and all purchases for the city shall be made and vouchers for payment of the same approved by him. Purchases of supplies, such as office supplies, gasoline, oil, fuel for the city buildings, and all other supplies of consumptive nature may be made by him without the necessity of council authorization. Purchases of permanent equipment under $500.00 may also be made without the necessity of council authorization. Purchases of permanent equipment in excess of $500.00 shall be made only upon express authorization of the council. No sale or purchase in excess of $500.00 shall be made without opportunity for free competition.
